Several political philosophers have recently pointed out that current electoral democracies fail to facilitate accurate and reliable feedback on the performance of public officials. Rather than rejecting democracy as a hopeless ideal, we defend an institutional reform called Service Responsibility, which introduces a superior incentive structure that better aligns the interests of citizens and public officials. Service Responsibility requires increasing or decreasing the income of public officials insofar as they succeed or fail to achieve democratically chosen goals. Later, we consider (...) an alternative institutional scheme, recently proposed by Claudio López-Guerra: Piloting Responsibility. According to this alternative proposal, public officials must utilize a public provider whenever they seek out a basic service. We show that Piloting Responsibility fails to realize the democratic ideal because it generates a perverse incentive structure for public officials. We conclude that Service Responsibility outperforms both the status quo and Piloting Responsibility as an institutional scheme for ensuring competent governance and public justification. (shrink)

El presente artículo es una breve aproximación al contexto legal y político de las comunidades judías catalanas entre 1240 y 1391. A través del uso combinado de fuentes hebreas y cristianas, se ofrecerá una síntesis de la compleja red de factores, reglas y teorías que moldearon el ecosistema social de las comunidades hebreas en Cataluña. En este sentido, el autogobierno comunal era el resultado de la convergencia entre la legislación real y la producción normativa y teórica de las comunidades. Nuestro (...) objetivo es presentar el carácter poliédrico de esta realidad a través de los privilegios concedidos por los monarcas aragoneses a sus súbditos judíos, los modelos políticos desarrollados por los intelectuales hebreos, la legislación interna de las comunidades y el conjunto de factores sociales e históricos que impulsaron la evolución del sistema comunal. This paper studies the lessons of principled anti-corruption experts who dared to fulfill their duty of justice in highly corrupt societies, through the true story of Ngozi Okonjo-Iweala, the former Finance Minister of Nigeria. My thesis is that when principled anti-corruption experts are epistemic trespassers, they show moral incompetence. Okonjo-Iweala shows moral incompetence in two ways: she misread the opposition to her strategies and misled other honest reformers. Both actions bungled her efforts to eradicate corruption inasmuch as they hindered the (...) possibility of finding successful anti-corruption policies. Okonjo-Iweala’s moral incompetence is, I argue, the result of her epistemic trespassing that led her to act like an expert in an environment where she was not. I conclude that, in highly corrupt societies, principled anti-corruption experts should embrace moral humility, stop thinking that they are experts, and act more like students, asking questions and not rushing to think that they understand the answers. Should businesses engage in moral talk when it becomes profitable? Due to their particular position of visibility, it is reasonable to acknowledge that businesses have specific moral duties. Some might argue that companies ought to help abandon morally repugnant norms by providing examples of alternative behaviors through advertisements. However, the moral talk of businesses might unexpectedly reinforce repugnant norms and increase social tensions in a polarized society. Then, the duty of the companies is not fulfilled when they engage in moral (...) talk. In polarized societies, the positional duty of businesses implies decreasing the risk of social conflict. It is not clear how to do that, yet I argue that if businesses use moral talk with mass marketing strategies, they would strive to shape impartial moral messages aiming to find points of moral convergence among polarized moral positions, which might mitigate social polarization. I call this duty the imperative of doux commerce. (shrink)

A legitimate expectation in a liberal democracy is that public officials enforce the law regardless of its content; when they don’t do so, their actions tend to be publicly condemned. This expectation puts street-level bureaucrats in a moral dilemma when they consider that a certain law is unjust: either they don’t enforce the law and violate their duties to the citizenry, or they enforce it and become complicit in injustices. This paper argues for the legal permission of public officials to (...) disregard legal mandates for moral reasons. Call it official disobedience. Contrary to common intuitions, I show that official disobedience would foster the principles of and improve governance in liberal democracies: it accommodates public officials’ personal autonomy and yields three main democratic benefits. First, information about the outcomes of the law would become available for lawmakers; second, in the aggregate, it would protect citizens from injustices; third, it would improve the moral character of bureaucrats. Game theory has proven useful in clarifying Hobbes’s argument that the state of nature will inevitably devolve into a state of war. Mathematically-leaning philosophers, however, have paid little attention to Rousseau’s depiction of the state of nature as a peaceful, asocial state of solitary wanderers. This paper articulates Rousseau’s critique of Hobbes in formal terms, which pinpoints two crucial issues in Hobbes’s account: the lack of an exit option and an unrealistic depiction of human nature. Building upon recent game-theoretic treatments (...) of Hobbes, we first construct a model that incorporates Rousseau’s criticisms by permitting an exit option and endogenizing human preferences and capacities. Second, we draw out the implications of Rousseau’s analysis for the question of political authority, which cannot be answered, as Hobbes believed, by invoking a hypothetical state of nature. Worried that the current paradigm of political corruption (individual corruption: the misuse of public office for private gain) is too narrow to protect democratic institutions from private interests, the political theorist Dennis Thompson resurrects the premodern notion of institutional corruption, which refers to practices that undermine the purpose of political institutions. From the lenses of institutional corruption, practices such as money in political campaigns, lobbying, or wealth inequality are to be condemned and eradicated to protect democratic institutions. The goal of (...) this paper is to provide reasons against resurrecting the notion of institutional corruption in the realm of policy for three main reasons. First, it is baseless: there is no empirical evidence that the sole presence of money alters democratic results. Second, it is unnecessary: individual corruption can be used to condemn and sanction illegal actions that undermine democratic decision making. And third, it is unclear whether policies against money in politics are beneficial or detrimental to electoral competition. In the light of empirical evidence, I conclude, we should not resurrect the unnecessary and potentially misleading idea of institutional corruption. Empirical studies, in fact, show that liberal electoral democracies, at least in developed countries, are more responsive to the voters’ will than Thompson believes. (shrink)

En una carta publicada hace seis meses, pocas semanas después de que la Agencia Española de Evaluación se adhiriera a la declaración dora, hacíamos un llamamiento a las autoridades científicas españolas para que abandonaran las políticas de evaluación de la investigación basadas en un uso excesivo e indiscriminado de los indicadores bibliométricos —especialmente el Journal Impact Factor —, para valorar el desempeño individual de los académicos. En concreto se les animaba a «que suscriban y cumplan con la dora y sigan (...) las recomendaciones en el uso de indicadores bibliométricos señalados en el Manifiesto Leiden». Una mesa redonda organizada en el mes de julio con participación de distintos agentes del sistema español de i+d+i coincidía en la necesidad de afrontar ese cambio de forma urgente. (shrink)

Children and adolescents are not indifferent to the dramatic impact of the COVID-19 pandemic, and the need to be forced to live in confinement. The change in life to which they have been abruptly subjected forces us to understand the state of their mental health in order to adequately address both their present and future needs. The present study was carried out with the intention of studying the consequences of confinement on anxiety, sleep routines and executive functioning of 1,028 children (...) and adolescents, aged from 6 to 18 years, residing in Spain to; assess if there are differences regarding these consequences in terms of sex and age; how anxiety affects executive functioning in males and females; and to examine the possible correlations between the measured variables. For this purpose, an online questionnaire containing five sections was designed: the first section gathers information on sociodemographic and health data, while the following sections gather information from different standardized scales which measure anxiety, sleep and executive functions, whose items were adapted in order to be completed by parents, and/or legal guardians. The statistical analyzes carried out highlights significant differences in executive functioning between males and females. In turn, in regards to age, greater difficulties were detected in anxiety in the 9 to 12 age group and greater sleep disturbances between 13 and 18 year olds. On the other hand, significant differences were found in intra-sexual executive functioning depending on whether they presented greater or lesser anxiety, with executive functioning being more tendentiously maladjusted in males than in females, revealing a significantly relevant effect size. Positive correlations are obtained between state anxiety and sleep and executive functioning alterations. Finally, through Path Analysis, it is verified that state anxiety is the variable with the greatest weight within the model that would explain the alteration in the executive functioning of the present sample. In this paper we criticize the existing contradictions in the context of bone marrow donor records in Spain. On the one hand there is the necessity to register as many patients as possible to maximize the opportunities to access a bone marrow transplant and on the other the always important economic issue of having to perform the relevant histocompatibility tests. In fact, these records are globally coordinated with each other to provide a wide range of potential donors and make better (...) use of existing resources. It should be noted that many patients who should have a transplant but who do not achieve a sufficient donor support must follow a medical treatment with high economic costs with tragic results for many of them. For example, those suffering from certain types of leukemia, when not finding that compatible donor, must follow chemotherapy-based treatments. There are also cord blood units banks which allow performing these transplants, also coordinated at the international level. Therefore, according to the principle of reciprocity, it is not justifiable that some countries are doing an important economic effort to have a large registration while others take advantage without making an equivalent effort according to their economic and population size. Selective attention depends on goal-directed and stimulus-driven modulatory factors, each relayed by different brain rhythms. Under certain circumstances, stress-related states can change the balance between goal-directed and stimulus-driven factors. However, the neuronal mechanisms underlying these changes remain unclear. In this study, we explored how psychosocial stress can modulate brain rhythms during an attentional task and a task-free period. We recorded the EEG and ECG activity of 42 healthy participants subjected to either the Trier Social Stress Test, a controlled procedure to (...) induce stress, or a comparable control protocol, flanked by an attentional task, a 90 s of task-free period and a state of anxiety questionnaire. We observed that psychosocial stress induced an increase in heart rate, self-reported anxiety, and alpha power synchronization. Also, psychosocial stress evoked a relative beta power increase during correct trials of the attentional task, which correlates positively with anxiety and heart rate increase, and inversely with attentional accuracy. These results suggest that psychosocial stress affects performance by redirecting attentional resources toward internal threat-related thoughts. An increment of endogenous top-down modulation reflected an increased beta-band activity that may serve as a compensatory mechanism to redirect attentional resources toward the ongoing task. The data obtained here may contribute to designing new ways of clinical management of the human stress response in the future and could help to minimize the damaging effects of persistent stressful experiences. This paper examines potential predictors of ethical decisions regarding insider trading. An interactionist perspective is taken, in which person variables, situational variables, and the interaction of these two sets of variables are viewed as influencing ethical decisions. The results of our study support such a perspective. Ethical decisions regarding insider trading appear to be a function of a complex set of interacting variables related to both the person and the situation. The implications of these findings are discussed.

Este trabajo estudia el desarrollo de la Ilustración india, cuyas ideas reformistas sientan las bases del pensamiento político indio moderno. Su auge coincide con la expansión del gobierno de la Compañía de las Indias Orientales británica y de las ideas orientalistas ilustradas. El colonialismo, defendemos, espolea un debate entre la intelectualidad india acerca del orden social tradicional y la necesidad de su reforma. El artículo hace una distinción entre una Ilustración india moderada que desea modernizar la India manteniendo sus raíces (...) civilizatorias, y una radical, que busca reformular todo el edificio social y filosófico. Para ello se estudia el pensamiento y activismo de dos destacados ilustrados indios, el liberal Rammohun Roy y el radical Jotirao Phule. El artículo concluye que la Ilustración india es una Ilustración por derecho propio, que, aunque bebe y dialoga con la modernidad occidental, desarrolla sus propios debates y propuestas de reforma. El trabajo también busca contribuir a la expansión de la historia intelectual de la Ilustración fuera de Occidente. (shrink)

En el último lustro, la percepción e interés por India ha cambiado sustancialmente. Primero, la imagen orientalista del país como una sociedad subdesarrollada, atrapada en una suerte de premodernidad religiosa y espiritual, está dando paso a la de una India moderna, con una pujante clase media y sustanciales fortalezas económicas y tecnológicas. Por ilustrar nuestro argumento, India superó en 2023 a Reino Unido, su antigua potencia colonial, como la quinta economía mundial; es además la que más crece dentro del G20 (...) y ya pisa los talones a Japón por el cuarto puesto. A su vez, alcanzó el hito tecnológico de convertirse en el primer país en conseguir de manera exitosa alunizar en el polo sur de la Luna. Segundo, el interés por India como actor internacional es claro y va de la mano con el auge de China como superpotencia global. Por tamaño y por el contraste en sus regímenes políticos, a India se la ve como el contrapeso natural a su iliberal vecino en la región del Indo-Pacífico. (shrink)

En los años recorridos de este siglo XXI la filosofía de la educación y la enseñanza de la filosofía, particularmente en Colombia e Iberoamérica, se han convertido en campos de acción y de profunda reflexión. Dado que ponen en discusión la relación de las filosofías con su pasado, con las instituciones y llevan necesariamente a preguntarnos por su quehacer en el presente y sus condiciones a futuro. Los debates teóricos y la confrontación de perspectivas han venido ganando fuerza, como lo (...) evidencia la producción académica derivada de resultados de investigación, y las reflexiones realizadas por docentes de filosofía en facultades o programas de filosofía al igual que en los espacios universitarios de formación en educación. Un buen número de publicaciones de artículos de revistas y libros, así como contenidos en formatos de radio, blogs y otros posibilitados por plataformas de internet y redes sociales, dan cuenta de esta fructífera y necesaria producción intelectual en un área que es igualmente importante y necesaria para la formación y quehacer filosófico en Colombia e Iberoamérica. Además, es destacable la periódica realización de congresos internacionales, nacionales y las asociaciones que tienen a la enseñanza de la filosofía y a su relación con el discurso y la práxis educativa como nodos importantes. A partir de la identificación de la noviolencia con ciertos procesos históricos y con personajes específicos, el autor se propone establecer en qué consiste y cómo podemos definirla adecuadamente como herramienta de análisis en sí misma, y en relación con lo que se denomina cambio social en las ciencias sociales. Propone finalmente a las ciencias sociales hacerse cargo del cambio social proveniente de la noviolencia como una categoría del proceso histórico y no un evento anormal en éste.

BackgroundDistorted gambling-related cognitions are tightly related to gambling problems, and are one of the main targets of treatment for disordered gambling, but their etiology remains uncertain. Although folk wisdom and some theoretical approaches have linked them to lower domain-general reasoning abilities, evidence regarding that relationship remains unconvincing.MethodIn the present cross-sectional study, the relationship between probabilistic/abstract reasoning, as measured by the Berlin Numeracy Test, and the Matrices Test, respectively, and the five dimensions of the Gambling-Related Cognitions Scale, was tested in a (...) sample of 77 patients with gambling disorder and 58 individuals without gambling problems.Results and interpretationNeither BNT nor matrices scores were significantly related to gambling-related cognitions, according to frequentist analyses, performed both considering and disregarding group in the models. Correlation Bayesian analyses largely supported the null hypothesis, i.e., the absence of relationships between the measures of interest. This pattern or results reinforces the idea that distorted cognitions do not originate in a general lack of understanding of probability or low fluid intelligence, but probably result from motivated reasoning. Introduction: Resilience is a multidimensional and dynamic construct associated with positive growth and the capacity to transform stressful and negative factors into opportunities of personal development and self-improvement when faced with difficult experiences. The resilience process of each individual integrates multiple analysis levels, which range from genetic-environmental interactions to a complex process of adaptation between the individual and his/her family, friends, co-workers, society, and culture.Objective: To determine whether resilience improves in students of occupational therapy when exposed for the first time (...) to practice placement education.Methodology: Quasi-experimental, prospective, observational, multi-center study with a sample composed of students from the Degree of Occupational Therapy of the public universities of Málaga and Castilla-La Mancha. Two weeks prior to the beginning of the practice education period, the participants completed a questionnaire that included sociodemographic data and the area of their internships. They were also given the Spanish version of the Connor-Davidson's resilience scale. All these instruments were also completed 1 week after the end of the clinical practice.Results: There were statistically significant differences between the variables that make up resilience and the different internship areas. On the other hand, there was a significant improvement of global resilience after the clinical practice period, in both women and men, when the internship area was not considered.Conclusions: The results show that resilient students are more optimistic and work to improve a situation beyond doing simply what is expected of them, knowing how to control their feelings. This is beneficial for students in practice education, since, during these, they face difficult situations that require a resilient pattern, which helps reduce stress and the burnout syndrome. This study aimed to determine the predictive character of organizational socialization and occupational positive mental health on organizational commitment in higher education teachers. A sample of 279 teachers from higher education institutions who signed an informed consent form was used. Fifty-four point five percent of the participants were women, with a mean age of 44.05 years. The participants completed the Organizational Socialization Inventory, the Positive Occupational Mental Health Questionnaire and the Organizational Commitment Scale, and for data analysis descriptive statistics, correlation (...) analysis and multiple linear regression with stepwise method were applied, entering each dimension of organizational commitment separately as a dependent variable. As a result, moderate to weak correlations were identified between the study variables, and it was found that the final models indicate that the future perspectives and socio-affective dimensions predict affective commitment by 38%; that future perspectives, spirituality and age predict normative commitment by 22.8%; and that the future perspectives dimension predicts commitment of continuity by 9.2%. It is concluded that teachers’ expectations about their development in the institution, as well as their interactions at the socio-affective and spiritual level with the work context, are factors that partially influence their attachment to the educational organization. Este ejercicio se practicó al comparar los atributos de más de 44 modelos teóricos de teorías del espacio-tiempo y la gravitación. Los retículos pueden explorarse en visualizaciones interactivas conocidas como macroscopios que resaltan relaciones de especialización y teorización, ordenamientos jerárquicos, agrupaciones y clases de componentes. Las clases virtuales son una modalidad de estudio a distancia que ha sido aplicadas por más de 10 años. Son utilizadas principalmente en universidades para abarcar las necesidades de sus estudiantes que no pueden acceder al sistema presencial. Al encontrarnos en una emergencia sanitaria por el COVID-19, la aplicación de las clases virtuales alrededor del mundo se volvió una obligación para precautelar la vida de los estudiantes. Es por esto que la población universitaria tuvo que adaptarse a nuevas condiciones de (...) estudio como: las clases, trabajos y exámenes en línea con el fin de no detener su aprendizaje. Sin duda, esto desencadenó inconformidades e inquietudes al estudiar por primera vez bajo esta modalidad. En este trabajo se evaluó la satisfacción sobre clases virtuales tomadas el primer semestre del 2020 a estudiantes de la carrera de Ingeniería Industrial de la Universidad de las Américas con edades entre 18 a 20 años. Para ello se realizó una encuesta de 15 ítems los cuales evaluaron las distintas condiciones que se presentaron en las clases virtuales durante el periodo de pandemia, con datos validados por un alfa de Cronbach 0,92. En este trabajo se obtuvo como resultado que gran parte de las personas encuestadas aprobó el software aplicado para la realización de las clases virtuales debido a que es una herramienta de uso intuitivo y de fácil acceso, por otro lado, están en desacuerdo con la modalidad de evaluación del conocimiento adquirido. In the remainder of this article, we will disarm an important motivation for epistemic contextualism and interest-relative invariantism. We will accomplish this by presenting a stringent test of whether there is a stakes effect on ordinary knowledge ascription. Having shown that, even on a stringent way of testing, stakes fail to impact ordinary knowledge ascription, we will conclude that we should take another look at classical invariantism. Here is how we will proceed. Section 1 lays out some limitations of previous (...) research on stakes. Section 2 presents our study and concludes that there is little evidence for a substantial stakes effect. Section 3 responds to objections. The conclusion clears the way for classical invariantism. En la presente investigación se valoran las prácticas inclusivas de 6 1 docentes de educación básica de Colima, Sonora y San Luis Potosí adscritos a escuelas urbanas y rurales de México nominadas como exitosas. Se aplicaron varios instrumentos, como la GEPIA, la SACIE, el TEIP, el Cuestionario para Favorecer los Aprendizajes de Mitchell y el Protocolo C ODCA.

RESUMEN Se analiza la relación entre la escritura y la presencia en la obra de Maurice Blanchot, se delimita el fundamento textual de la presencia en el orden de la literatura y se toman como referentes teóricos los conceptos de "espacio literario" y "pensamiento del afuera" de Michel Foucault. Si bien el propósito de examinar dicha relación es deconstruir el vínculo entre presencia y lenguaje, Blanchot conduce a considerar esa continuidad en términos de una presencia nunca completa ni devenida que (...) se conserva como una discontinuidad, una promesa y una ausencia que deben preservarse. ABSTRACT The article analyzes the relation between writing and presence in the work of Maurice Blanchot and defines the textual grounds of presence in the order of literature, using Michel Foucault's concepts of "literary space" and the "thought of the outside" as theoretical referents. While the objective of examining that relation is to deconstruct the link between presence and language, Blanchot leads us to consider that continuity in terms of a never complete or fulfilled presence that remains as discontinuity, as promise and absence that must be preserved. This article contends that environmental organisations vary in type, scale and purpose in ways that help stewards self-sort into the opportunities that align with their individual motivations and environmental concerns. To explore these potential links between personal motivations and environmental organisational attributes, we rely on descriptive and inferential statistics from surveys of two partner environmental organisations: one local scale community based-organisation and one a broader scale environmental non-profit organisation, both located in Central Texas, USA. These partners were selected based on (...) their compatible pro-environmental missions but disparate spatial scales of operation. The survey results (n=377) revealed meaningful between-organisation differences in volunteer environmental stewards, which raise the possibility of a ‘First Law of Environmental Stewardship’ whereby all stewards are related (by their values), but stewards in the same organisation are more related than stewards in different organisations. These findings expose some of the nuances of environmental volunteerism by highlighting connections between personal motivations, geographic scale, and organisation type. (shrink)

This article examines whether people share the Gettier intuition (viz. that someone who has a true justified belief that p may nonetheless fail to know that p) in 24 sites, located in 23 countries (counting Hong Kong as a distinct country) and across 17 languages. We also consider the possible influence of gender and personality on this intuition with a very large sample size. Finally, we examine whether the Gettier intuition varies across people as a function of their disposition to (...) engage in “reflective” thinking. (shrink)

Philosophers have long debated whether, if determinism is true, we should hold people morally responsible for their actions since in a deterministic universe, people are arguably not the ultimate source of their actions nor could they have done otherwise if initial conditions and the laws of nature are held fixed. To reveal how non-philosophers ordinarily reason about the conditions for free will, we conducted a cross-cultural and cross-linguistic survey (N = 5,268) spanning twenty countries and sixteen languages. Overall, participants tended (...) to ascribe moral responsibility whether the perpetrator lacked sourcehood or alternate possibilities. However, for American, European, and Middle Eastern participants, being the ultimate source of one’s actions promoted perceptions of free will and control as well as ascriptions of blame and punishment. By contrast, being the source of one’s actions was not particularly salient to Asian participants. Finally, across cultures, participants exhibiting greater cognitive reflection were more likely to view free will as incompatible with causal determinism. We discuss these findings in light of documented cultural differences in the tendency toward dispositional versus situational attributions. (shrink)

Researchers working in the field of ecosystem services (ES) have long acknowledged the importance of recognising multiple values in ecosystems and biodiversity. Yet the operationalisation of value pluralism in ES assessments remains largely elusive. The aim of this research is to present a taxonomy of values and valuation methods to widen the evaluative space for ES. First, we present our preanalytic positions in regards to the values and valuation of ES. Second, we review different value definitions that we deem relevant (...) for the discussion of ES valuation. Third, we propose a taxonomy of ES values based on different conceptions of human–nature relationships. Finally, we present a taxonomy of different methods that can be used to recognise plural values in ES. This taxonomy for a plural valuation can help ES scientists and practitioners with their aim of representing people's multiple and context-specific ways of valuing nature. The taxonomy can also serve to pay broader attention to ES values that are overlooked or misrepresented in assessments that restrict their focus to monetary valuations. (shrink)
